hmmm.... for an ATI Radeon single-GPU card, the best in the market so far is the Radeon 4890(http://ati.amd.com/products/radeonhd4800/overview-4890.html), but what is available in the philippines so far is the Radeon 4870 X2 (http://www.force3d.com/products/hd4870x2.html) which is a dual-GPU card, it is priced at P26,240 at PCXpress. For Nvidia its the Geforce GTX 295 which is a dual-GPU card too. There is one at PCXpress as well, an overclocked version (http://www.inno3d.com/products/graphic_card/gtx200/gtx295_oc.html) which is priced at P28,080.
For performance, both cards are at league with one another in higher resolutions and settings but the Nvidia card slightly outperforms the ATI card, but the ATI card is better when it comes to power consumption. I'd recommend that you have at least a 700W PSU to supply power to these beasts.

The facts are from the net, but i do my own window shopping of all the graphics cards available in our country, especially here in Cebu. What i post here are my own opinions based on facts that i have learned.

hmm mangutana lang ko where ta maka pa assemble og CPU nga ingani ang speqs..
Video Card: bisan unsa ra basta support 3d
Processor: dual core
Memory: mga 160gb
unya budget 12-15k..
naa man gud ko klasmyt pag HS nindot na iya PC 17k..
so probably naay mapa assemble nga bisag di kaau pareha ka byew sa iyaha nga barato2.. hehe

actually if mag-release cla ug pricelist sa public, daghan man clang maayong products. Actually naka-ad2 ko sa COMDAPP cebu last year sa sm and they have better products sold. Especially when sa mga products sa AMD-ATI. sa imong comment na low quality, i think sa kanang manufactred locally. pero kung buot huna-hunaon, majority of their products are aftermarket and are OEM. so kung low quality, blame the manufaturer... hehehe

daghan naman barato nga parts ron bai... Kung sa processor, i'd recommend na at least 2.5 GHz ang core freq. sa processor, AMD or Intel. Search for CPU reviews para makacompare ka sa ilang benchmarks. Sa hard drive naman, buy a SATA hard drive, its faster yet cheaper compared to an IDE HDD. sa OS and Monitors raman ka makaingon na mahal, especially kung orig gyd imong gusto, pero daghan naman mga copied OS na mapalit and cheap monitors also. i suggest na, acquire the parts first and asseble the pc yourself. in that way, makat-on pud ka unsaon na xa. and if dili kaayo ka confident, ask somebody who knows to guide you, especially in buying.

haha! To your first question, my answer is wala gyud. Not unless if you buy a card that's a secondhand one and of quite an older version(probably AGP). what i would like to ask is, what do you mean by "nice ang performance?" Hard core gamer ba ka or just a casual one, or do you need a V-card so that you could quickly render images and videos. All depends sa question na "para asa man gyud nimo gamiton ang card."

Its not actually the name your buying, its the performance that you will get by having a specific graphics card... Not all video cards have the same specifications... but kung enthusiast gyud ka and you know your graphic cards, then maybe when you have bought a nvidia graphics card, you can say your paying for the name rather than paying for the specs. buy an ATI card if you'll ask me... hehehe
