USC-SCRAP Petition of Referendum for No Uniform Policy
This one is long, but we ask a little of your time in reading this. If you feel that your signature would pave the way for even a small chance for change. PM me so that I may approach you and let you sign the actual printed petition.
"We, the UNDERSIGNED STUDENTS OF THE UNIVERSITY OF SAN CARLOS, petition the USC ADMINISTRATION for the repeal of the repressive and anti-student UNIFORM POLICY requiring students to wear the uniform prescribed by the Administration under penalty of being excluded from entering the University premises and thus being prevented from attending classes and for a REFERENDUM to be held on this issue.
We strongly object to its continued implementation on the grounds that:
It Violates our Fundamental Rights and Freedoms.
The Uniform Policy unduly curtails our freedom of expression by preventing us from choosing the kind of clothes we wear. For young people, clothing serves more than a functional purpose. It is the absolute form of self-expression available to us in a time when we are still in the process of formulating our individual identity.
Furthermore, the policy was implemented without proper consultations with the students who are guaranteed the “right to be informed and consulted regarding school policies and regulations which may directly or indirectly affect them before such matters are adopted” pursuant to Article IV, Section 1-d. of the 2001 USC-SSC Constitution. The ease with which the Uniform Policy was imposed paved the way for other repressive policies such as the policies against cross-dressing, requiring haircuts, banning skinny jeans and requiring two-inch heel shoes for female students were passed without student consultation.
It does not Improve our Academic Performance or Behavior.
From the time during which the Uniform Policy was implemented, there has been no noticeable change in the academic performance of USC students. Our grades have risen and fallen independently of wearing the uniform. The passing percentages in licensure exams by graduates from our University have not drastically departed from levels before its implementation. Other universities, such as the University of the Philippines and De La Salle University, do not require their students to wear a uniform and suffer no deficiency in academics. It, therefore, cannot be claimed that the uniform has any bearing on our intelligence. It also cannot be claimed that the uniform has made students behave any different. The uniform has not made us less tardy or more likely to attend classes. Neither has it made us more courteous or more polite.
It is an Additional Financial Burden.
Seeing as we do not derive any significant benefits from the uniform, it is but an unnecessary monetary burden on the part of the students and our families. This is especially true considering the global financial crisis and world economic recession that has already prompted the University to suspend any planned increase in tuition for this academic year.
The Referendum on the Uniform Policy Must be Held
To conclude, in the years that the Uniform Policy has been in implementation, we have not drawn any significant benefits from it. As a matter of fact, it has increased our financial burdens and, most prominently, it constitutes an infringement upon our rights as an individual.
In a meeting with the USC-Supreme Student Council on May 29, 2006 where the SSC appealed for a referendum in order to ascertain the genuine sentiments of the students on this issue, the USC Cabinet replied that a referendum at that point would only confuse students. However, then USC President Fr. Roderick C. Salazar, Jr., SVD promised to have a referendum when the policy undergoes a full cycle of implementation or when 4th year and 5th year students are required to wear the uniform.
This academic year, all students including the 5th year and 4th years are now covered by the Uniform Policy. It is now the time to hold the Referendum on this Policy and find out once and for all how the broad mass of Carolinian students feel about being compelled to wear a uniform and give up their individuality for a “Carolinian Identity”.
On these grounds, we petition for the REPEAL of the UNIFORM POLICY and the holding of a REFERENDUM as a step for the above."

Actually each SO is given a copy of this, so every society, council, org and etc are actually doing this... still looking for a printer cause I only have a soft copy for now XD

i wanna know what the university thinks about this.
is the org updated on this matter?
let's also hear what the university thinks, maybe then everyone will realize that the uniform is cool but to me now, it isn't.
i'm having my OJT and it's not right to wear the uniform in the office. we don't have a uniform exemption this sem because the dept. won't allow us.
i think it's better that we'll not be wearing our uniforms. but i still wanna know what the university is trying to point in this uniform thingy. let's try to listen also to what they have to say.

The Petition is for a Referendum for the Uniform Policy. What we'll do in the referendum is point out our points and the school can point out theirs. If our stand and explanation is strong. Which it is. Then no more Uniform Policy. If by some SLY chance the school wins... more uniform days for us...

A NO Uniform policy isn't gonna happen in an instant

Disadvantage sa No Uniform, kapuy au cge laba sa mga civilian clothes. and the recognition and prestige of our school will be degraded.

I'm gonna spread the actuall copy maybe by monday or tuesday.
Also about that civilian thing. It's the POLICY and not the uniform we are abolishing. So you can actually keep your uniform and use it on days you don't have anything else to wear. XD
